Coordination vs. Ownership: The Magic Switch to Your AI Transformation
Your organization just identified ownership as the #1 barrier to AI success. So you do what organizations always do: you create a team to fix it.
You stand up a AI Center of Excellence. You staff it with smart people. You give it budget, KPIs, and a mandate: “Drive AI adoption across the enterprise.” But is this the right ownership approach to take? Maybe we are looking for distributed rather than a centralized ownership?
The Centralization Trap
In the last post, I introduced the Ownership Gap — the third and most lethal dimension of the People Readiness Gap. When nobody owns the human experience of an AI transition, everything stalls.
The natural response is to centralize. Someone in a steering committee says, “We need one team accountable for all things AI.” It sounds responsible. It sounds decisive. And it’s the fastest way to train the rest of your organization to disengage.
Here’s what actually happens when you centralize AI ownership in a dedicated team:
- Business leaders say, “Talk to the CoE about that.”
- ICs say, “I’m waiting for the innovation team to build something I can use.”
- Managers say, “Once the CoE figures out the governance, we’ll start experimenting.”
A small group feels responsible for outcomes. Everyone else treats GenAI or AgenticAI as a side project — someone else’s job that occasionally requires their attendance at a status meeting.
This isn’t a new bug. It’s the same transformation failure that’s plagued digital initiatives for decades: a dedicated team absorbs accountability while the rest of the organization waits for permission to care.
Why the CoE Becomes the Bottleneck
The failure mechanism is mechanical, not motivational. When every experiment routes through one team, every decision waits for their approval. When every pilot needs CoE sign-off before it starts, you’ve created a queue where momentum goes to die.
What happens when you have 50 teams with 50 requests? The CoE drowns. Timelines stretch. Business units lose patience. And here’s the cruelest part: when pilots succeed, it’s “the innovation team’s win” — not the business unit’s. When they fail, it’s “the innovation team’s fault” — not a shared learning moment.
The incentives are broken from day one. If the innovation team’s KPI is “GenAI adoption,” they’re incentivized to count activity — number of pilots launched, employees trained, tools deployed. None of that measures impact. The sales leader’s proposal win rate, the support leader’s resolution time, the operations leader’s incident detection speed — those are the metrics that matter. But a centralized CoE doesn’t own those numbers. They can’t. Those metrics belong to the business.
You’ve created a team that’s accountable for outcomes they don’t control, while the people who do control the outcomes have been told it’s not their job.
The Principle That Scales: Build the Rails, Not Drive the Train
The approach that works separates two things organizations constantly conflate: coordination and ownership.
Innovation teams and AI CoEs coordinate. Business leaders own.
It is a deliberate semantic distinction. But more importantly, it’s the structural difference between transformations that scale and transformations that plateau at pilot stage.
Coordination means building the infrastructure that makes distributed experimentation possible:
- Approved tools behind single sign-on so teams don’t waste weeks on procurement
- Prompt libraries organized by function so each team doesn’t start from zero
- Data classification guides with clear boundaries — what’s safe to experiment with and what requires approval
- Governance frameworks that enable speed, not gatekeep decisions
- Cross-functional forums where teams share wins, failures, and actual learnings — not status updates
Ownership means the person whose work improves is the person whose name is on the result:
- The sales leader owns proposal win rate — including when GenAI or AgenticAI is part of the workflow
- The support leader owns customer satisfaction and resolution time
- The operations leader owns incident detection speed
- The R&D leader who wants faster design cycles owns the cycle time
GenAI is the tool. The outcome belongs to the person whose name goes on the number they’ll defend next quarter.
What Enablers Actually Do
If the innovation team doesn’t own outcomes, what do they do? Four things:
They orchestrate connections. The sales team’s proposal acceleration learning can help the legal team’s contract review. The support team’s prompt library might solve a problem the HR team hasn’t cracked yet. Enablers see patterns across teams and make sure learning compounds instead of staying siloed.
They build shared infrastructure. Approved tools, starter templates, data boundary guides, escalation paths that respond in hours instead of weeks. The “rails” that let every team move fast without rebuilding the same foundation.
They consult, not execute. They help teams scope experiments — “Your idea is too broad; let’s narrow to one task you do weekly” — and design pilots with clear success metrics. But they don’t run the experiment for you. If the CoE becomes the execution arm, you’ve created a dependency that breaks at scale.
They capture knowledge. What worked, what didn’t, and why — documented in prompt libraries, runbooks, and before/after comparisons that every team can access. They turn individual lessons into organizational wisdom.
Here’s the test that tells you whether you’ve gotten the model right: If your innovation team disappeared tomorrow, would the transformation stop? If yes, you’ve built dependency, not capability. The enabler’s success is measured by how much transformation happens without them in the room.
How to Measure Your CoE’s Coordination Performance
If your CoE coordinates rather than owns, it needs coordination KPIs — not business outcome KPIs. Here are five metrics that measure whether your enablement team is actually enabling:
- Time-to-first-experiment: How fast can a business team go from idea to live test? If it takes weeks of approvals, your rails aren’t built yet.
- Self-serve rate: How many experiments run without the CoE in the room? This is the single best indicator of whether you’ve built capability or dependency.
- Cross-team reuse: Are prompt libraries, templates, and runbooks being used by teams who didn’t build them? Reuse means your knowledge capture is actually working.
- Knowledge capture rate: What percentage of completed experiments produce documented learnings that others can find and apply? If experiments end without documentation, the learning dies with the team.
- Infrastructure readiness: Are approved tools, data classification guides, and escalation paths actually available, current, and usable? Audit this quarterly — stale infrastructure is worse than no infrastructure.
The meta-KPI that sits above all of these: If your CoE went on vacation for a month, would business units keep experimenting? If yes, your coordination is working. If no, you’ve built a bottleneck with a nicer name.
This Works at Every Scale
Not every organization can afford a 20-person CoE. That’s fine. The coordination mechanism scales down — the principle doesn’t change.
- Large enterprise: A dedicated CoE with infrastructure engineers, governance specialists, and business translators. Formal intake processes, service catalogs, and SLAs. But business units still own their experiments and outcomes.
- Mid-size company: A part-time working group — 5–10 people contributing 20% of their time, rotating from each business unit. Weekly async updates. Monthly consolidation. Quarterly strategy sessions with evidence from the field.
- Small company or zero budget: Distributed champions — 1–2 power users per team who share prompts, explain data boundaries, and do 15-minute pairing sessions. Coordination happens through a shared channel and a monthly showcase.
- Solo innovation manager: One person who facilitates across levels — enabling ICs to run experiments, helping managers scale them, and translating results for executives. Lightweight infrastructure: a shared page with prompt templates, a weekly 30-minute learning call, a simple escalation path.
The size of your coordination mechanism doesn’t determine success. The principle does: enable distributed ownership; don’t centralize it.
Why Distributed Ownership Produces Better Results
When business leaders own the outcome, they ask sharper questions. They don’t accept vague promises about “productivity gains” — they demand specifics. Will this improve my proposal win rate? Will it reduce customer escalations? Will it help me detect incidents faster?
That rigor makes pilots better. It makes scaling decisions clearer. It forces every experiment to earn its place with evidence, not enthusiasm.
Compare that to the centralized model, where the innovation team runs a pilot and presents results to a business leader who had no skin in the design, no involvement in the execution, and no conviction that the outcome matters to their goals. That’s not a transformation. That’s a demo. And demos don’t survive budget season.
Take Actions
Run this diagnostic on your current GenAI program:
- The dependency test: If your CoE or innovation team went on vacation for a month, would any business unit continue running GenAI experiments? If not, you’ve centralized ownership instead of enabling it.
- The incentive test: Look at your innovation team’s KPIs. Are they measured on activity (pilots launched, people trained) or on business outcomes owned by business leaders (cycle time reduced, resolution speed improved)? If they own the outcomes, you’ve conflated coordination with ownership.
- The name test: Pick any active GenAI pilot. Can you name the business leader — not the innovation team member, not the IT partner — whose performance review will reflect whether it succeeds? If you can’t, the pilot has a coordination sponsor but no owner.
If you failed any of these tests, the fix isn’t to restructure your org chart. It’s to have one honest conversation: Who owns the business outcome this pilot is supposed to improve? Put their name on it. Then ask your enablement team to build the rails that make that person successful.
